The Sector Committees

There are five sector committees reporting to The Executive Council of Dubai Government. The committees represent five strategic pillars including Economic Development, Social Development, Infrastructure, Land and Environment, Health and Safety as well as Security and Justice. The committees fulfil the following objectives according to The Executive Council’s establishment decision number 26 of the year 2009:

1. To support The Executive Council so as to ensure it fulfils its mandate in the best way possible.
2. Enforce and enhance policy making and support strategic decision making in all government sectors.
3. Review strategic programs and studies that are proposed to develop government sectors.
4. Coordination amongst government entities and amongst all sector committees to ensure harmony.  

The Executive Council also issued decision number 27 of the year 2009 endorsing the statute of The Sector Committees. The statute specifies the scope of work and specialties of each committee. It also reflects the responsibilities of the committees’ chairmen, vice-chairmen, members, sector coordinators, and coordinator general (currently the Secretary General of The Executive Council) of the sector committees.

In order for the committees to be operative, it must meet for minimum of seven times a year. The ground for those meetings is the annual agenda. The Executive Council and Sector Committees’ annual agendas are developed by the end of each year consisting of strategic plans, policies, strategic studies, initiatives and strategic (emirate-level) performance reports pertaining to each strategic pillar of the committees’ specialties.
The statute also specified the following responsibilities of The General Secretariat of The Executive Council (TEC) in relation to the sector committees’ mandate:

1. The provision of the Strategy Execution System that supports the sector committees in conducting their role through reviewing strategic sectorial performance reports.
2. The provision of needful technical consultation towards the proposed sector-level strategic plans, policies, and regulations that are proposed by government entities and committees.
3. The provision of the needful administrative support to the committees and the sector coordinators through managing the monthly meetings’ agendas, management of related documents, and monitoring the quality of products that are eventually being presented to The Executive Council for final endorsement.
4. Budgeting for the sector committees in coordination between the sector committees and Department of Finance.

According to these roles, the statute of Sector Committees further specifies the standards of preparing the monthly meetings’ agendas, the management of the monthly meetings, and the basis to the establishment of the team works and sub-committees that support the development of topics listed in the committees’ annual agendas. It also specifies the basics of the performance review of sector committees.

The Sector Committees include, in their members’ composition, members of The Executive Council and other members nominated to represented specific government entities to fill in seats as necessary to ensure comprehensive representation within each of the five strategic pillars.

o Economic Development Committee
The Economic Development Committee deals with issues related to industry, trade, financial markets, free zones and development zones in the emirate as well as government investment. It is chaired by His Highness Sheikh Ahmed bin Saeed Al Maktoum.

The main interests of the Economic Development Committee include:
• Diversification of local sources of income and promotion of economic development opportunities.
• Developing and improving the performance of strategic economic sectors.
• Develop and propose economic policies.
• Create a working environment that encourages local investment, attracts foreign direct investment and supports small and medium enterprises.
• Increase productivity levels in the local economy.
• Activate the role of the free zones and development zones and coordinate between them and the relevant government institutions.
• Follow up on international agreements and assess their impact on the local economy.

o Security and Justice Committee
This Committee handles matters related to security and justice sectors, and is chaired by His Excellency Lieutenant General Dhahi Khalfan Tamim.

Duties and authorities entrusted to the Security and Justice Committee:
• Ensure security and efforts to fight crime.
• Develop and review emergency and disaster plans.
• Develop the Courts and Public Prosecution system, resolve and settle disputes and organise penal and correctional facilities.
• Draw up and propose policies relevant to its terms of reference.

• Director General of the General Directorate of Security Affairs as a Member
• Representative of the Dubai Police as a Member
• Representative of the General Directorate of Residency and Foreigners Affairs – Dubai as a Member
• Representative of the Government of Dubai Legal Affairs Department as a Member
• Representative of the Community Development Authority of Dubai as a  Member
• Representative of the Dubai Customs as a Member
• Representative of the Supreme Legislation Committee as a Member

o Social Development Committee
The Committee is concerned with human resources, social, cultural and sports development, and is chaired by His Excellency Major General Mohammed Ahmed Al Marri.

Main interests of the Social Development Committee:
• Knowledge and Human Development: it includes education, training, Emiratisation and the development of national human resources, younger leaders and employees.
• Social Development: it includes families, women, children, youngsters, Islamic Affairs and care for people with special needs in society (people with special needs, orphans and the elderly), as well as civil society institutions, housing for nationals, demographics and social security.
• Culture: including heritage, arts, media and historical facilities.
• Sports: including sports clubs, youth centres, nurturing talent, sports tournaments and competitions.

• Representative of the General Directorate of Residency and Foreigners Affairs – Dubai as a Member

o Infrastructure and Environment Committee
This Committee deals with three key sectors, namely infrastructure, environment and urban development, and is chaired by His Excellency Saeed Mohammed Al Tayer.

Main interests of the Committee:
• Infrastructure: this includes external and internal transport networks (such as land transport, including roads and rails), main public facilities of various kinds (such as energy, water, electricity and sewage) and educational, health and social facilities requirements.
• Environment: this includes the development and protection of natural resources (such as air, water, land, and living organisms of the various terrestrial, aquatic and marine ecosystems) from pollution, depletion and extinction to preventing and reducing surrounding environmental impacts (waste, wastewater, emissions and land use), as well as the management of natural resources in an integrated and sustainable way in order to ensure a healthy lifestyle and achieve sustainable development.
• Urban Development: this includes urban planning, construction, land use classification and all planning controls, in addition to the development of remote areas.

o Health and Safety Committee
This Committee deals with two main sectors, health and safety, and is chaired by His Excellency Hussain Nasser Lootah.

The main interests of the Committee:
• Health: this includes all matters related to public health and health care.
• Safety: this includes reducing and preventing accidents, and minimising their impact in order to safeguard lives and properties in the emirate. Maintaining occupational safety, the safety of construction and infrastructure, the safety of the land, sea and air transportation sector, as well as ensuring public safety requirements in public places.

The Higher Committee for the Protection of the Rights of Persons with Disabilities
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council, issued the Executive Council Resolution No. (3) of 2014 to form The Higher Committee for the Protection of the Rights of Persons with Disabilities in Dubai, chaired by HH Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council, launched the "My Community - A City for Everyone" initiative in November 2013, which aims to fully transform Dubai into a disabled-friendly city by 2020, through projects and initiatives aimed to maximise the participation and inclusion of this important category, which is an integral part of the society.

This initiative is in line with the principles of the Convention on the Rights of Persons with Disabilities Treaty, ratified by the UAE  in February 2008, as well as with the Federal directives to protect the rights of persons with disabilities, set forth in the Federal Law No. (29) of 2006, amended by Law No. (14) of 2009. His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, issued Law No. (2) of 2014 to protect the rights of persons with disabilities in the Emirate of Dubai. This law aims to ensure that persons with disabilities enjoy all their rights, enhance their respect, preserve their dignity and protect them from all forms of discrimination or abuse, negligence or exploitation.
