The General Secretariat Sectors and Departments

Strategy Management and Governance Sector: The Strategy Management and Governance Sector is one of the sectors of the General Secretariat of the Executive Council of Dubai. It is responsible for developing the Dubai Strategic Plan and supervising its implementation. To this end, the Sector works in cooperation with the Sector Committees and various government entities in the emirate to develop strategies, policies, and regulations in order to achieve Dubai’s overarching aims and objectives in economic, social, urban and other development areas.
It also works on enhancing governance systems in the Government of Dubai to ensure effective and efficient management of the government resources and the adoption of good governance practices.

Executive Council and General Secretariat Affairs Sector: This sector is one of the sectors of the General Secretariat of the Executive Council of Dubai, and is the authority responsible for providing support to the Executive Council through presenting the related strategic topics for approval, coordinating and documenting the meetings and following up the implementation of resolutions and recommendations with the concerned authorities. It also prepares the strategic plan and annual budget for the General Secretariat and follows up their implementation; it organises the administrative institutional work related to the management of human, technical and financial resources of the General Secretariat. The sector is also responsible for the implementation and management of government communication policies at the Executive Council level, as well as its Sector Committees and the government entities in the emirate.

Dubai Government Excellence Program: The Dubai Government Excellence Program was established in 1997 under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, to improve excellence and leadership in government processes and develop public sector performance. It also aims to establish a culture of excellence and innovation in government work, according to the standards, models and best practices adopted in this regard, as well as to raise the necessary reports to the Executive Council.

Dubai’ the Model Centre: Dubai’ the Model Centre seeks to raise the quality of public services in Dubai to reach unprecedented levels of leadership and excellence. The centre aims to encourage government entities to improve the quality of their services by using Dubai Model Centre’s approaches and tools for government services. Furthermore, it encourages cooperation and exchange of knowledge between government entities. The centre also works on documenting and disseminating best practices in public services, both locally and globally; it develops smart strategic tools and systems to search, document and improve public services in Dubai.
