Roles and Objectives of the General Secretariat

The General Secretariat of The Executive Council supports The Executive Council of Dubai in developing and adopting government decision, strategies, and policies to create a sustainable quality of life and to positively impact the community, and instil happiness amongst citizens and residents alike.

The General Secretariat plays a fundamental role in working closely with government entities across the emirate to see the implementation of policies and strategies adopted and set by The Executive Council.

Comprising of 4 divisions, the General Secretariat is at the forefront of developing and implementing strategies and plans for the emirate that ensure government excellence and improve efficiency and effectiveness of the public sector.

  • Government Communication and General Secretariat Affairs Sector: The Sector is responsible for building an integrated and holistic system for the Dubai government’s communication stream, through policy formulation and strategy development.  With this approach, the sector aims to achieve a unified government voice across all government entities in order to support the execution of Dubai strategic plan. In addition, the Sector reviews legislations, laws and decisions enacted by the Dubai government, and provides institutional support to The Executive Council and The General Secretariat through the management of corporate affairs functions in the field of people excellence, financial management, digital transformation, and procurement.

  • Strategy Management and Governance Sector: responsible for developing the Dubai Strategic Plan and supervising its implementation. The sector works with various government entities across the emirate to develop strategies, policies, and regulations to create positive socioeconomic impact across Dubai. This sector is also mandated to enhance governance systems in the Government of Dubai to ensure best governance practice, as well as effective and efficient management of government resources.

  • Dubai Government Excellence Program: established under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, this division is mandated to improve excellence and leadership in government processes and improve public sector performance. The division is responsible for building and maintaining a culture of excellence and innovation in government work, as well as reporting performance and best practice back to The Executive Council.

  • Dubai The Model Centre: responsible for raising the quality of public services across the emirate of Dubai to reach unprecedented levels of leadership and excellence. Adopting a robust and standardised approach to government excellence, Dubai The Model Centre encourage government entities across the emirate to elevate the quality of their services, and exchange knowledge and insights. Dubai The Model Centre documents and disseminates best practices in the public sector and continuously develops smart and strategic tools to improve government services in Dubai.
