Crown Prince of Dubai and Chairman of the Executive Council
His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum is the Deputy Prime Minister and Minister of Finance since 25 September 2021. He has been appointed as Deputy Ruler of Dubai by a decree issued by His Highness Sheikh Mohammed on February 1st, 2008.
His Highness Sheikh Maktoum was also appointed as First Deputy Chairman of the Dubai Executive Council as per the decree issued by His Highness on 14th August 2008. His Highness Sheikh Maktoum was appointed as Chairman of the Court of His Highness Ruler of Dubai on 15th of May 2021.
In addition to the previously mentioned positions, His Highness Sheikh Maktoum assumes his position as Chairman of the Dubai Creative Clusters Authority, Chairman of the Board of the Dubai Judicial Council, the Board of the Dubai International Financial Centre and the Board of Dubai Media Incorporated (DMI).
Under the directives of His Highness Sheikh Maktoum and his on-going support and follow-up, Dubai Creative Clusters Authority (formerly Dubai Technology and Media Free Zone Authority - DTMFZA) succeeded in establishing numerous quality projects, notably Dubai Internet City, Dubai Media City and Knowledge Village, which contributed to promoting the name of the country as a leading technology and media hub at the regional and global levels, and thus became the largest specialized technical cluster in the Arab region.
His Highness’ work has also achieved a wide range of projects, such as Dubai Studio City and International Media Production Zone, which added new spaces for the growing media community, providing a suitable environment for growth and prosperity in Dubai.
His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum has the traits of an ambitious young leader; he has extensive experience and knowledge, adopting open-minded thinking in the context of his commitment to the strategic vision of the Ruler of Dubai, and his passion to achieve qualitative development in Dubai's plans and its humanitarian contributions regionally and globally.
Sheikh Maktoum completed his high school education at Rashid Private School, Dubai and graduated from the American University in Dubai with a bachelor's degree in Business Administration in 2006. He attended numerous training courses at the Dubai School of Government, as well as at Harvard University in the US.
His Highness Sheikh Ahmed bin Saeed Al Maktoum was appointed as Deputy Chairman of the Executive Council of Dubai as per the decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum in 2003. Afterwards, His Highness was appointed as Second Deputy Chairman of the Executive Council of Dubai as per a decree issued by His Highness the Ruler of Dubai in2008, while His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum was appointed as the First Deputy Chairman of the Executive Council.
In 1981, His Highness Sheikh Mohammed bin Rashid Al Maktoum appointed His Highness Sheikh Ahmed bin Saeed was appointed as President of the Department of Civil Aviation in Dubai, which was replaced by the Dubai Civil Aviation Authority and Dubai Aviation City Corporation. His Highness also assumes the position of Chairman of the Dubai Duty Free Foundation, as well as Chairman and Chief Executive of Emirates Airline & Group since its inception in 1985, which includes Dnata Travel and a number of companies related to the civil aviation sector.
His Highness also holds the position of Chairman of the Department of Oil Affairs, as well as the Chairman of the Dubai Petroleum Establishment, Dubai World, Economic Development Committee and Dubai Supreme Fiscal Committee. He also assumes the position of Vice-Chairman of the Dubai World Trade Centre and is the Chairman of the Executive Committee Authority for Expo 2020.
His Highness Sheikh Ahmed bin Saeed plays a vital role in promoting Dubai as a global hub for civil aviation, supporting the city’s trade and tourism role globally. He has received many international honours, including the fellowship of the British Royal Aeronautical Society in recognition of his achievements in this field, as well as the Commandeur de l’Ordre de la Legion d’Honneur (the Legion of Honour), the highest French civilian award and the Hamburg Verfassungsportugaleser, one of Germany’s highest honours. The world’s press nicknamed him the "Prince of Space" in recognition of his role in the aviation industry.
His Highness Sheikh Ahmed bin Saeed first attended Al Ahmadiya School in 1963, then Al Shaeb School, then Dubai High School and finally graduated from the Faculty of Politics and Economics at the University of Denver, Colorado, USA, with a Bachelor’s Degree in Political Science and Economics.
Lieutenant General Dhahi Khalfan Tamim has been appointed the Deputy Chief of Police and Public Security in Dubai since October 2013 and is a member of the Executive Council of Dubai.
Prior to this role, Khalfan served as the General Commander of Dubai Police since 1980, fully transforming the Dubai police force by ensuring that Dubai Police adopt the highest international standards of quality. Dubai Police is considered one of the most advanced institutions in the Emirate.
Under his command, Dubai Police has achieved several milestones. Tamim established the Dubai Police operations room, which is ranked as one of the best of its kind in the world.
In 1998, and under his command, the Dubai Police Force won the award for the Dubai Government Excellence program in its first edition. Similarly, Dubai Police obtained eight Dubai Government Excellence program awards in 1999; nine awards in 2002; and 3 awards in 2003 for different categories.
In 2013, Dubai Police receives 14 awards from the Dubai Government Excellence Program out of the 20 total awards given for the year.
Lieutenant General Dhahi Khalfan Tamim is recognized for his active role in volunteer work. He founded and headed the Juvenile Association in Dubai. He is also Chairman of the Emirates Talent Association; President of Guardians Council- Dubai Educational Zone; Chairman of the UAE Athletics Federation; founded and headed the UAE Billiards and Snooker Association.
Khalfan Tamim was also a Board Member in Emaar Properties; and a Board Member in the Emirate’s Municipal Council. Khalfan Tamim was also previously the Chairman of the UAE Athletics Federation. Tamim has written a number of books in his field including: Black Points System & its Effect on the Efficiency of Traffic Control; Police & Human Rights; Police Role in the Treatment and Rehabilitation of Repentant Drug Addicts;
Tamim graduated from the Royal Police Academy in Jordan in 1970. He attended numerous training sessions in the fields of police work and specialized in criminal investigation.
His Excellency Mohammed Ibrahim Al Shaibani was appointed Director General of HH the Ruler's Court, following a decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, and Ruler of the Emirate of Dubai in January 2008. He is a member of The Executive Council of Dubai.
Al Shaibani is also Chairman of Dubai Islamic Bank; Vice Chairman of the Board of Trustees at Hamdan bin Mohammed Smart University; and President of the Dubai Office, a private management office for the royal family of Dubai. In this capacity, he was based in London for eight years and he now oversees the functioning of the office from Dubai.
In addition, His Excellency is CEO and Executive Director of the Investment Corporation of Dubai (ICD); Chairman of Mohammed bin Rashid Housing Program; Vice Chairman of Deira Investment Company; and a member of the Board of Directors of Dubai Aerospace Enterprise.
His Excellency previously served as Head of Personnel Affairs at Port Rashid from 1988 to 1993; Sales Manager in Dubai Ports Authority and Jebel Ali Free Zone from 1993 to 1997;Managing Director for 5 years at Al Khaleej Investment PJSC in Singapore; Director, Chairman of Audit Committee and Member of Remuneration Committee at Emaar Properties PJSC; Chairman of National Bonds; Director, Member of Remuneration & Compensation Committee and Member of Executive Committee at SHUAA Capital PJSC; Head of the Dubai Office of Dubai Bank PJSC (now Emirates Islamic).
Mohammed Ibrahim Al Shaibani graduated in 1998 in the US and holds a Bachelor’s of Science Degree in Computer Science.
His Excellency Abdulrahman Saleh Al Saleh has held the position of Director General of the Department of Finance since 2009, and is a member of The Executive Council of Dubai.
In his capacity as the Director General of the entity responsible for preparing budgets of the Emirate and managing central accounts of the government, Al Saleh oversees the operational aspect of the department, while also guiding and directing executives and directors.
His Excellency is a Member of the Strategic Affairs Council of Dubai, and a Member of Dubai’s Supreme Fiscal Committee. He is also a Board Member of Dubai World, the Federal Tax Authority, and ENOC. His Excellency is the Chairman of the Dubai Financial Support Fund (DFSF) that was established under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, and Ruler of Dubai.
Previously, His Excellency served in numerous leadership positions including: Senior Executive Director for Corporate Affairs in Dubai Customs (DC) where he was responsible for managing the corporate support departments for DC such as Finance, HR Management, HR Development and Admin Services. Al Salah also chaired a number of committees in DC such as the introduction of Value Added Tax (VAT) Committee; Employee Affairs Committee; Executive Credit Policy Committee; and was a Member of Reform and Modernisation Programme Committee; and Information Technology Steering Committee.
Prior to this, His Excellency held numerous Finance and Accounting positions for government departments on a local and federal level. He gained experience in chairing and participating in various organisational and strategic committees including the Executive Credit Policy Committee and Task Force for Indirect Taxation. His Excellency was a member of the Higher Committee for the Regulation of the Audit Profession in UAE (2002 - 2006).
His Excellency holds an Executive MBA from the American University of Sharjah (AUS), and is a fellow member of the Chartered Institute of Management Accountants (CIMA) in the UK.
His Excellency Abdulla Al Basti is the Commissioner General of the Government Development track. The entities under this track include: Dubai Department of Human Resources, Dubai Statistics Centre, Dubai Smart Government. His Excellency has been Secretary General of The Executive Council of Dubai since October 2017, overseeing the creation and implementation of The Executive Council’s vision, direction, and strategic decisions for the emirate across various sectors, and through the development and management of the council’s public policies. He is also responsible for the development and implementation of Dubai’s Plan 2021, and its alignment with UAE Vision 2021.
Dubai’s high quality of life, positioning, and competitiveness on both the global and regional stage, through the emirate’s world-class strategic sectors and government accountability have thus far been priorities for His Excellency, who currently manages strategic programmes designed to achieve excellence in government performance; as well as review laws and regulations to ensure they are conducive to Dubai’s vision of economic diversification and investment. His Excellency has long been stern when it comes to the application of the principles of good governance as well as the accountability in government work.
In addition to his role as the Secretary General of The Executive Council Dubai, His Excellency heads the Dubai Government Excellence Program (DGEP), and he is the Vice Chairman of the Higher Committee for the Protection of the Rights of People of Determination. He is also a board member at the Federal Competitiveness and Statistics Authority; Mohammed bin Rashid Al Maktoum Global Initiatives; and a member of the World Economic Forum’s Network of Global Future Councils.
Al Basti has a wealth of experience within the government sector, where he was responsible for the launch of numerous strategic initiatives, from the Emirates Government Services Programme to the Mohammed bin Rashid Smart Council. He has served as the Executive Director of the Government Development Division in the Prime Minister's Office, supervising the launch of both the Emirates Government Services Programme and the UAE Government Leaders Programme; and held the position of Secretary General of the Cabinet at the Ministry of Cabinet Affairs and Future, prior to which he held the position of Director General of The Executive Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, and ruler of the Emirate of Dubai.
A graduate of Mohammed bin Rashid Programme for Leadership Development, the Secretary General holds a master’s degree in Total Quality Management from the University of Wollongong, Dubai, and a Bachelor’s in Information Technology from the University of Dubai.
His Excellency Major General Abdullah Khalifa Al Marri has held the position of Commander-in-Chief of Dubai Police since 2017 and is a member of The Executive Council of Dubai.
Prior to being appointed as Commander-in-Chief of Dubai Police by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, and Ruler of the Emirate of Dubai, Major General Abdullah Khalifa Al Marri held the position of Deputy Director of the General Department of Protective Security and Emergency of the Dubai Police.
His Excellency joined the Dubai Police forces in 1992 following his graduation and was eventually named Deputy Director of the General Department of Protective Security and Emergency of the Dubai Police in 2014.
His Excellency has been a member of Dubai Sports Council since 2014; Chairman of the Dubai International Peace Convention; Chairman of Hemaya International Forum & Exhibition on Drug Issues; Chairman of UAE National Day Celebrations team in Dubai; Chairman of the National Elections team in Dubai; Member of the Local Committee of Emergency and Disasters; Member of Committee of specialized teams at the level of the Ministry of Interior and Member of specialized teams’ association on the world level.
In his previous roles, His Excellency headed the Events Committee – an entity in charge of insuring the largest and most important governmental and semi-governmental functions in the Emirate. Examples include New Year celebrations; Dubai World Cup; Government Summit; Dubai Tour; as well as conferences and exhibitions. Al Marri received 200 certificates of appreciation including Dubai Government Excellence Award and Safety and Security Award from the UK Ideas awards for the idea of a motorcycle jacket. He established the Events Committee in 2008 that aims to unite efforts of various entities involved in insuring events. The committee received an award from the Dubai Government Excellence Program in 2012.
His Excellency holds a Bachelor of Arts Degree from the United Arab Emirates University College of Humanities and Social Sciences (1991); a Diploma in Police Science (1992); and a Diploma from The University of Virginia (2005).
His Excellency Mattar Al Tayer was assigned with leading the Roads and Transport Authority in November 2005. Under his leadership and driving force, he established a competent and experienced specialist workforce, thereby driving the organization through remarkable achievements that have positioned RTA into a world-class organization.
His Excellency supervised the establishment of RTA and provided it with specialized competencies and expertise, and since then the Authority has made many great achievements, placing it among the distinguished and acclaimed international bodies in the field of roads and transportation.
Given his extensive work experience, His Excellency has the ability to think out of the box and create innovative and creative solutions to the challenges facing the future of transport and communications in the Emirate of Dubai. His Excellency also studies, analyses and discusses global trends in the fields of mobility, taking into account the various scenarios expected to occur in the Emirate, and considering all natural and environmental factors and future technological, economic and political changes. He also holds the ability to deal with and contain such changes, through identifying and setting procedures, policies and laws in line with the various potential and expected changes to the region.
Prior to taking the helm with RTA, His Excellency worked in Dubai Municipality since in 1983, holding several leadership roles and eventually moving as Deputy Director General of the Dubai Municipality.
His Excellency, a professional civil engineer, graduated from the University of Wisconsin in 1983, and holds an Honorary Fellowship of the British Institute of Civil Engineers (ICE), 2010.
His Excellency Saeed Mohammed Al Tayer is the Managing Director and CEO of the Dubai Electricity and Water Authority (DEWA) with an overall experience of more than 34 years in the field of telecommunications, energy, water, infrastructure, oil, gas and industry. He is a member of the Executive Council of Dubai.
Under his leadership since 1992, DEWA achieved unprecedented successes and has become one of the very best distinguished utilities in all aspects on an international level. Al Tayer has successfully established several companies including Emirates Central Cooling Systems Corporation (EMPOWER), Etihad Energy Services Company (Etihad ESCO), Mai Dubai and many others.
His Excellency is a member of Strategic Affairs Council, Vice Chairman of the Dubai Supreme Council of Energy (DSCE), Chairman of Dubai Smart City Office, Vice Chairman of Emirates Global Aluminium (EGA), Vice Chairman of Emirates National Oil Company (ENOC), Vice Chairman of Dragon Oil Company, Chairman of UAE Water Aid (SUQIA) Board Of Trustees, and Chairman of World Green Economy Organization (WGEO). In addition, he is a member, vice chairman, or chairman of various high-level committees and councils in the Emirate of Dubai.
His Excellency received a number of prestigious awards such as the “Middle East Champion of Energy” award received at the World Green Economy Summit 2015 from the United Nations Development Programme (UNDP). On 18 May 2016, the UNDP appointed His Excellency as "UNDP National Goodwill Ambassador for Sustainable Development Goals". In addition, the Swiss Business Council, Dubai & Northern Emirates awarded His Excellency the prestigious “Lord of Matterhorn Award”. His Excellency has also received an honorary doctorate from Amity University in Dubai in appreciation of his continuing innovative efforts to achieve excellence and enhance scientific knowledge and sustainability.
His Excellency Issam Issa Al Humaidan has been the Attorney General of Public Prosecution since 2005. He is a member of the Executive Council of Dubai and Chairman of Board of Directors of Dubai Judicial Institute and member of the Judicial Council in Dubai.
His Excellency was able to achieve enormous successes only three years into his role. During his time, the Public Prosecution was the first judicial institution in the world to receive the advanced ISO certificate.
As the first prosecution and judicial institution in the world to receive this award, His Excellency always supports the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and supports in implementing strategic plans for the development of electronic services to client. This is in line with the strategic plan of justice and safety, where specialized staff in the Public Prosecution are responsible for developing all electronic services for judicial work. This allows to keep pace with Dubai’s social and economic developments through providing distinguished services, supports the Emirate’s global aspirations and enhances the Emirate’s leadership character.
His Excellency began his career as an agent in the Public Prosecution of Dubai, where he served for 12 years. After which he signed up for the higher diploma program at the Judicial Institute in Dubai, before being appointed Attorney General of Public Prosecution in 2005 as a result of his excellence and efficiency.
His Excellency earned a Law Degree from the Dubai police Academy in 1993.
His Excellency Sultan Ahmed Bin Sulayem, is the Group Chairman and Chief Executive Officer of DP World and Chairman of Ports, Customs & Free Zone Corporation.
His excellency is also a Board Member of the “Dubai Executive Council”, the “UAE Federal Tax Authority” and “Virgin Hyperloop One”.
His Excellency’s expertise and visionary leadership spearheaded the rapid expansion of Dubai’s infrastructure, including ports and free zones, contributing significantly to the stellar growth trajectory of the UAE. He was also a leader in developing the infrastructure supporting Dubai’s successful tourism industry, among various other sectors.
Over the years, His Excellency led marine terminal operator DP World’s expansion internationally, including the purchase of the P&O group for US$6.8 billion in 2006, which propelled it to one of the largest global port operators and trade enablers in the world with 78 marine and inland terminals in six continents.
He oversaw the rapid development of the Jebel Ali Free Zone (Jafza) into an unrivalled business park of more than 7300 companies, established and led Nakheel, a real estate and tourism property development firm that has created many iconic Dubai projects including The Palm; Istithmar World, a major investment house focusing on private equity with a portfolio of investments in diverse sectors across North America, Europe, Asia and the Middle East including retail, financial services, industry, tourism and hospitality, and healthcare; and pioneered the Dubai Multi Commodities Centre (DMCC), a market for gold and precious metals, diamonds and coloured stones, energy and other commodities. His Excellency holds a Bachelor of Science degree in Economics from Temple University Philadelphia, USA.
His Excellency Eng. Dawood Al Hajiri assumed the post of Director General of Dubai Municipality in 2018, and is a member of the Executive Council of Dubai. His Excellency oversees six sectors comprising 34 departments, followed by 5 departments offering administrative support.
His Excellency incorporates artificial intelligence into the municipality's work, in order to keep abreast of latest developments in all aspects related to municipal operations, and to build a sustainable future for future generations.
He began his career as a town planner in the Planning Department and then held several positions in diverse fields, including the Head of Planning Section and went on to become the Assistant Director General of Dubai Municipality for Engineering and Planning Sector.
Al Hajiri represented Dubai Municipality in many conferences and seminars and has vast experience in planning, investment and urban development, and his extensive experience has a positive impact on his membership in several committees at the internal and external levels of the Municipality; the most important of which is the chairmanship of the board directors of Society of Engineers, and the Higher Committee of Dubai Urban Plan 2020 as well as other international organizations. He is also chairman of the UAE Table Tennis Association, a board member of UAE Olympic Committee, a former member of the board directors of Al Naser Sports Club, and a board members for numerous councils and committees in the Emirate.
Al Hajiri holds a bachelor’s degree in Urban Planning and Construction Technology from the Eastern Washington University, USA in 1933. He later graduated from the Mohammed Bin Rashid Al Maktoum Leadership Development Program and was awarded the Creative Leader Award from the Dubai Government Excellence Program in 2015.
His Excellency Helal Saeed Al Marri has been Director General of the Dubai Department of Tourism and Commerce Marketing (DTCM) since 2013. He is a member of the Executive Council of Dubai and the Chief Executive Officer of the Dubai World Trade Centre (DWTC).
The Dubai Department of Tourism and Commerce Marketing (DTCM), is responsible for reaffirming Dubai's position as a leading global tourism destination and business hub. In his capacity, His Excellency is accountable for the planning, overseeing, and development of sustainable tourism - a factor contributing to Dubai’s economic development. He is responsible for strengthening partnerships between the industrial, government, and public sectors.
His Excellency is responsible for reinforcing Dubai’s growing and global position as a business hub and a platform for networking and communication.
His Excellency also heads up the Dubai World Trade Centre (DWTC) and is responsible for developing the centre’s strategic and development plans that aim to position Dubai as a leading global MICE destination. His Excellency manages various sides of the business including exhibitions and conferences; real estate; and hospitality.
His Excellency also serves as Chairman of the Hamdan bin Mohammed bin Rashid Sports Complex, and is a member of the Supreme Committee of the Expo 2020. His Excellency is a board member in a number of public and private sector organizations and institutions operating in the UAE including, the Dubai Chamber of Commerce and Industry; Dubai Festival and Retail Corporation; International City for Humanitarian Services; Aramex; and ‘Taaleem’..
His Excellency holds a Master of Business Administration (MBA) degree from London Business School (LBS). His Excellency is a Chartered Accountant from the Institute of Chartered Accountants in England and Wales and previously worked as an advisor for consulting giants McKinsey & Company and KPMG.
His Excellency Dr. Hamad Bin Al Sheikh Ahmed Al Shaibani has held the position of Director General of the Department of Islamic Affairs and Charitable Activities since 2002, and a member of The Executive Council of Dubai since 2003.
His Excellency has been a member of the Board of Trustees of the International Institute for Tolerance since June 2017, and member of the board of Dubai Islamic Economy Development Centre since 2013.
His Excellency is also a member of the Marriage Grant Committee; Deputy Chairman of the Healing Society; member of Dubai Culture and Science Symposium; Chairman of the Board of Trustees of the Mohammed Bin Rashid Al Maktoum Award for World Peace; and a member of the Islamic Economy Initiative Committee.
His Excellency was a member of the Board of Trustees of the Mohammed bin Rashid Al Maktoum Humanitarian and Charity Establishment; Chairman of the Committee on Aid and Internal Relief; Deputy Chairman of the Arabic Language Protection Society; board member of the Police Advisory Board for Community Service; and a representative of the Education and Social Affairs Sector. His Excellency was also a member of the Delegation of the State during the General Conference of the Arab Bureau of Education for the Gulf States in 1986. He has also been a representative of the State for the Executive Council of the Islamic Educational, Scientific and Cultural Organization "ISESCO", a member of the UAE delegation at the Islamic Education Conference in Thailand in 1990, and a member of the Arab Bureau of Education for the Gulf States in Riyadh from 1991 to 1994.
His Excellency has chaired several committees from 1982-1997. He also chaired subcommittees for the selection of primary teachers in 1987; the Social Solidarity Fund in the Ministry of Education in 1991; and the Emirates Scout Association in 1991. His Excellency held various educational positions in the past including a school agent in 1977; Director of the Department of Public Services in the Ministry of Education in 1982; and Director of Dubai Educational Zone from 1983 to 1998.
His Excellency earned a PhD. in Islamic Philosophy and History of Religions in 1997 and a Bachelor of Arts degree in History and Islamic Studies, obtained in 1982.
His Excellency Sultan Butti Bin Mejren has been the Director General of Dubai Land Department since 2006, and a member of The Executive Council of Dubai and of the International Institute of Tolerance since 2017.
Since then, His Excellency has supported the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, which aims to enhance the capabilities of the real estate sector in Dubai, and ensure its compatibility with the aspirations of the Emirate. His Excellency has facilitated business operations, applied the necessary legislations, and launched innovative initiatives that enhance the quality and distinguished nature of real estate investments in the Emirate, while supporting investors’ rights in the sector.
His Excellency worked on enhancing the level of competitiveness of the sector and its appeal, realizing quality-driven and consolidated economic growth, enhancing the performance of the real estate sector, and raising the percentage of its contribution to the growth of the Emirate's GDP.
His Excellency is a key player in the real estate industry; during his tenure in the Dubai Land Department, he obtained several awards, including an accolade from the Dubai Government Excellence Program for the satisfaction of customers and employees for 5 consecutive years. In his capacity, several real estate laws have been issued to protect the supreme interest of the state and to reaffirm trust in the real estate market. Responsibilities of the department expanded under His Excellency’s leadership to offer services for real estate professionals. The department saw the development of a regulatory arm, the Real Estate Regulatory Agency; an investment arm, Real Estate Investment Management and Promotion Centre; and an educational arm, Dubai Real Estate Institute.
His Excellency joined the Dubai Land Department in 1986. His Excellency started off as a property and file writer, after which he became Deputy Head of the Department, right before he got promoted to Deputy Head of the Investigations Department in 1993. His Excellency then headed the department, after which he became Deputy General Manager in 1997.
His Excellency holds a bachelor’s degree in Islamic and Sharia Science.
His Excellency Major General Mohammed Ahmed Al Marri has been the Director General of Residency and Foreigners Affairs of Dubai since 2006, and is a member of The Executive Council of Dubai.
Prior to this, His Excellency held the position of Deputy Director of the Directorate General of Criminal Investigations Department, after which he was promoted to head the department. During this period, he contributed to the implementation of a set of development plans that are continuously prepared and improved to achieve the highest innovative services.
Under the leadership of His Excellency, The General Directorate of Residency and Foreigners Affairs in Dubai has developed its smart services by providing a mobile application and electronic forms that allow customers to submit electronic applications for visas, and manage their transactions online in an environment supported by the latest safe protection protocols that aim to prevent all kinds of forgery or piracy. This supports the vision of the leadership, which requires the highest levels of performance and services in all fields.
The General Directorate of Residency and Foreigners Affairs provides users the opportunity to file e-complaints. Through this, [TEC to input] received an award for best application of this system by the Dubai Government Excellence Program in 2008.
Throughout his career, Al Marri attended numerous and specialized training sessions, seminars, and workshops in countries including the United Kingdom, France, and Egypt. The sessions focused on criminal investigations and crime scenes. His Excellency in turn shared his knowledge, trained fellow colleagues and lectured students at the Dubai Police Academy.
He also participated in committees for emergencies and disasters, and was the founder of the fingerprint database project. His Excellency worked on implementing the project, which is considered a quantum leap for the Dubai Police. His Excellency was promoted to Major General in 2008.
Following his graduation from the Police Academy, and the establishment of a forensic department at CID in 1986, His Excellency moved to work as a forensic expert and gradually worked his way up the career ladder to become the Head of the Forensic Department in 1990.
His Excellency earned a diploma in Police Sciences in 1979.
His Excellency Tarish Eid Al Mansouri has been the Director General of Dubai Courts since 2014, and is a member of the Executive Council of Dubai and Vice Chairman of Dubai Judicial Institute.
Prior to this, His Excellency was the Assistant General Commander for Administrative Affairs at Dubai Police. During his tenure at Dubai Courts since 2014, Al Mansouri made major achievements such as: establishing the Advisory Council at Dubai Courts; inaugurating Dubai Courts Service Centre in Hatta; establishing of the Inquiry Office at Dubai Courts in association with Dubai Government Entities; establishing and implementing Electronic Judicial Notification screens; issuing the Judicial Authority Law; issuing the Case Fees Law; establishing the Execution Court; launching the "Adheed" initiative (Outsourcing Dubai Courts Services via private service providers); launching the "Hasalah" initiative " (Outsourcing debt collection in cases to the private sector);achieving the first ranking in judicial works within the GCC countries according to the World Bank Ease of Doing Business Report; launching the "Oun" initiative for volunteering experts;launching Dubai Courts' Smart Services; [His Excellency also launched "Rasid" Performance Management System for judicial works indicators; the first Judicial Deputation Services in the country; pro-bono consultations by lawyers in 2017; Obtaining an ISO certificate in Business Continuity as the first court in the world.
His Excellency was recognized by HH the Ruler of Dubai among the Pioneers of Happiness.

His Excellency holds a post–graduate diploma in Private Law, a Bachelor of Arts in Law, a Bachelor of Science in Public Administration and Policy, and a diploma in Security Studies.
His Excellency Dr. Lowai Mohamed Belhoul is the Director General of the Legal Affairs Department of the Dubai Government, and he is a member of the Executive Council of Dubai.
His Excellency has strengthened the role of the Dubai Government’s Legal Affairs Department in settling complaints filed against government agencies in Dubai, representing them in cases and disputes before judicial bodies, conciliation and arbitration committees and centers. In addition, his role entails regulating the licensing of law firms in the Emirate, enrolling lawyers and legal advisors, and supervising their trainings.
His Excellency contributes to the department’s leading character by strengthening its relationships with strategic partners, and upgrading the level of legal services provided by the department in line with the visions of the leadership, and keeping pace with smart developments, innovation, and anticipating the future to keep up with international best practices.
In line with the Emirate's social and economic growth, and with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, legal work he Legal Affairs Department of the Dubai government is working on maintaining its leadership character in the field by providing various types of legal services to the government and government through an integrated legislative body.
His Excellency has been a member of the Board of Directors of the Dubai Judicial Institute since 2001, where he worked on developing systems for the government’s legal work which meet the level of development of Dubai. He is also a member of the Board of Trustees of the Hamdan Bin Rashid Al Maktoum Foundation for Excellence in Educational Performance, a member of the Board of Trustees of Hamdan Bin Mohammed Smart University, a member of the Council of Trustees of the Emirates Literature Foundation and a member of the Supreme Committee for Maritime Affairs.
His Excellency hold a PhD. in Law from the University of Exeter, United Kingdom.
