The vision of the Dubai Department of Finance (DoF) is based on the sound management of public finance with the aim of ensuring equilibrium among the emirate’s many economic and strategic objectives while supporting its economic route in order to maintain its lead in all fields and allocate resources. This is as per the Dubai Strategic Plan in order to carry out financial operations effectively and efficiently.

The DoF is tasked with improving fiscal discipline through planning and controlling government revenues and expenditures and preparing the full set of Dubai Government’s consolidated financial reports that meet the world’s best practices and increase fiscal transparency. Other tasks include providing training programmes to improve the management of public finances and expenditures.

The DoF also supports the Dubai Financial Support Fund (Support Fund), one of the most important initiatives in this field. The Support Fund provides financial liquidity to the government and government-related entities undertaking projects of strategic importance within Dubai that contribute towards the overall economic development of the emirate in line with the standards and controls approved by the Supreme Financial Policy Committee (Supreme Committee), which exercises full supervision of the fund.

Digital Dubai brings together the expertise of four entities – Dubai Electronic Security Center, Dubai Statistics Center, Dubai Data Establishment and Smart Dubai Government Establishment to ensure the city collaboratively achieves the vision of the city’s leadership to make Dubai a globally leading digital economy.

The entity has been entrusted with four key tasks - accelerate digital transformation of the city through strategic partnerships with governments and private sector entities, increase the Emirate’s digital economy contribution to the city’s GDP, build and develop digital competencies of national talent and maintain and develop Dubai’s digital wealth whilst accelerating Dubai’s cybersecurity efforts.

The Dubai Government Human Resources Department’s vision is based on establishing a distinguished and leading national role for the management, development and governance of human resources for the government sector. Its mission lies in developing and implementing an integrated strategy for government human resources, setting up governance frameworks and updating human resources systems and practices in public institutions.

The department, which was established under Decree no. 31 of 2009 issued by HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, is tasked with directing the efforts for updating government human resources and ensuring coherence between human resources programmes and initiatives and the emirate’s strategic objectives and priorities in line with Dubai Strategic Plan 2015. Its work involves management and support of human resources at the strategic level by developing the legal and organizational structure of government human resources, updating human resources practices and leading and planning the processes of building national capabilities.

Dubai Municipality provides municipal services to a diverse population in Dubai. Its work includes urban planning and supervision of construction, environmental protection and improvement, conservation of public parks, regulating and ensuring international quality standards in construction and building materials, food & consumable items, professional services in laboratory certification and accreditation.

Dubai Municipality began with 3 employees operating from a single room in the early 50’s.The Municipality has kept up its steady growth since its inception and now has more than 15,000 staff working in 32 organizational units to become the major driving force behind the development process of Dubai City as a whole and has already delivered a year ahead of schedule on its promise to migrate 90% of its 512 unique services into eServices.

Dubai Land Department (DLD) was found in May 1960 to establish the most prominent real estate sector in the Middle East and in the world.

Real Estate Registration: 

The land registry system documents and retains land rights, and is composed of four sub-systems operating under one umbrella: Registry, the initial registry, trust accounts, and prove the rights of property owners.  The system aims to unify all systems and integration services within a single system, supported by the latest technology compatible with international standards.

Real Estate Regulation: 

The regulatory arm of the Land Department, where the department sets legislations to regulate the relationship between all contracting parties and organises the exchange process of properties. The department provides many services to clients in Dubai extending to its role in planning, organising and evaluating operations related to real estate licenses, and the organisation and development of real estate activities, as well as a commitment to monitor projects financially and technically, in order to protect investors.

Dubai Real Estate Institute:

Dubai Rental Dispute Center: 

The new Rental Dispute Centre will employ new methods with flexible mechanisms characterized by speed and efficiency. They will facilitate greater accuracy, impartiality and transparency when dealing with settlement issues and matters relating to Dubai’s real estate market.

Emirates Real Estate Solutions

The technical arm of Dubai Land Department works to find solutions to the e-real estate market based on real estate expertise in the registration at DLD and RERA, and has made more than 300 transactions of the best organization practices in real estate regulation and registration. It was established in 2008 as part of a government initiative from Emaratech group companies to assist and facilitate the real estate business community.

DEWA provides vital electricity and water supply to customers across the emirate of Dubai. DEWA strives to provide the best possible customer services with reliable, clean and safe electricity and water.

Dubai Electricity and Water Authority (DEWA) was established in 1992 after the merger of Dubai Electric Company and the Dubai Water Department that had been operating independently since 1959.

Established in 2007, Dubai Civil Aviation Authority (DCAA) undertakes the development of the air industry in Dubai and oversees all aviation related activities. DCAA’s key tasks include securing of aero-political rights for Dubai’s national carriers and negotiation of air service agreements. Its scope covers all air transport and related activities such as sales and leisure travel, cargo, logistics and maintenance services.

DCAA's vision is to support Dubai to become the global aviation capital, contributing to the prosperity and growth of Dubai.

The DCAA includes four departments: namely, Air Transport and International Affairs Department, Standards and Regulations Department, Aviation Security and Accident Investigation Department and Corporate Support Department.

Some of its objectives include defining general policy for civil aviation in Dubai, follow up the implementation of agreements regulating air transport services,  authorizing foreign air operators, applying environmental protection policies, and supervising consumer protection legislation in the civil aviation sector.

Dubai Culture was launched in March 2008 by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai.

As a Government Authority, it aims to be at the forefront of the culture and arts strategy, set out by HH Sheikh Mohammed in the Dubai Strategy Plan 2015, and as such, its strategic objectives have been directly derived from the DSP objectives that relate to culture, heritage and the arts.

Dubai Health Authority (DHA) provides a quality healthcare system in Dubai by setting and ensuring policies and strategies for healthcare in public and private hospitals and clinics in Dubai.

DHA works to ensure that public health is protected and quality of life is improved, provides health strategy for Dubai to meet future needs, ensures partnerships between public and private health service providers, provides licensing and regulation across the Dubai Health Sector and strives to increase the transparency and accountability of the healthcare system in the emirate.

According to the Dubai Health Strategy that was released in October 2011, Dubai Health Authority intends to overhaul the medical sector in Dubai to ensure that everyone has quick, affordable and efficient access to healthcare services. Dubai Airport Free Zone (DAFZA) was established in 1996 within the boundaries of Dubai International Airport, and is considered as one of the fastest growing Free Zones in the region. The Dubai Corporation for Ambulance Services was set up under Law No. 15 of 2010 issued by HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. 

The Corporation provides ambulance services in Dubai by taking part in the comprehensive strategic plans related to ambulance services in Dubai, preparing, developing and applying the necessary policies towards providing ambulance services in emergency cases and operating a control centre for ambulance services in the emirate.

The Corporation is also tasked with providing patient transporting services and proposing the rules and regulations that would contribute to improving the standard and quality of ambulance services in the emirate for all sporting, business and social activities as well as official events in Dubai.

Dubai Export Development Corporation (DEDC) is an autonomous organization funded by the Government of Dubai to create an enabling environment for exports by providing value added services, marketing & communications and competitiveness of Dubai exporters.

It has the vision to be a world class model in assisting and facilitating exporters by creating an enabling environment for exports and enhancing the competitiveness of Dubai as a preferred trading partner.

Dubai Government Workshop was established under the patronage of late HH Sheikh Rashid bin Saeed Al Maktoum for enhancing performance and maintenance of government assets. The Dubai Government Workshop has been assigned to continue vehicle maintenance and services for private and some government departments.

It has an important social mission in meeting the needs of Emiratis and residents, directly and quickly while avoiding routine administrative procedures. Dubai Media Incorporated represents one of the biggest media organizations in the United Arab Emirates and it also has its great mark on the regional front. The organization's main mission is building its image base more efficiently and effectively in Arab countries.

The Dubai Media Incorporated initiated various electronic services on its portal that include a recruitment service and an online registration form or application for enrolling in the media training centre. The Website also provides information on the corporations' channels and on the media training centre.

Dubai Airports, which was established as a commercial entity in April 2007, owns and manages the operation of both Dubai International Airport and Al Maktoum International Airport- Dubai World Central.

Dubai International Airport, the world’s second busiest airport for international passengers, comprises three passenger terminals: Terminal 1 serves all airlines while Terminal 2 serves FlyDubai, low-cost flights, chartered flights and special flights (Hajj) and Terminal 3 is for the exclusive use of Emirates Airlines.

Dubai Airports has announced an ambitious programme for expanding the airport and its airspace at a cost of US$7.8 billion (AED28.8 billion), which will increase Dubai International Airport’s capacity to 90 million passengers per year by 2018.

Phase 1 of the airport features a runway capable of serving large aircraft (including Airbus A380), a passenger terminal designed to accommodate 7 million passengers per year, a cargo terminal with annual capacity for 250,000 tonnes of cargo and a 92-metre high control tower.

Dubai Women’s Establishment (DWE) was formed in 2006 under Law no. (24) by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. DWE is headed by Her Highness Sheikha Manal Bint Mohammed Bin Rashid Al Maktoum, wife of HH Sheikh Mansour Bin Zayed Al Nahyan, UAE Minister of Presidential Affairs. As a statutory body of Dubai Government and as per its founding decree, the Establishment aims to encourage and facilitate the participation of Emirati women in the workforce and society.

Its mandate includes extensive research to identify and quantify the status of women in the workforce of Dubai, as well as initiatives towards women’s further development opportunities. Awareness and policies that are conducive to women in the workforce will be recommended to Dubai Government as solutions to enable women to play a greater role within the UAE and on global scale.

Dubai Police is the most forward thinking and progressive Arab police force today. It employs over seventeen thousand officers of the highest educational standards of any organization. Dubai Police has received both local and international recognition including the “Dubai Award for Government Performance” and the ISO 2000:9001 for applying quality management systems in all police fields.

Dubai Police was the first Arab police force to apply DNA testing in criminal investigations, the first to use electronic finger printing, and the first Arab department to apply electronic services. The vision of Dubai Civil Defence (DCD) is protecting lives, properties and environment and to provide fast professional service, efficient investment of human and material sources to give best results.

Dubai Civil Defence (DCD) has a vital role in Dubai, especially in the field of industrial and commercial safety and security. DCD also assists in rescue missions, restoring life in disastrous areas back to normal and setting up volunteer teams and emergency units to support civil defence forces. The objectives of DCD is to protect lives, private and public properties, ensure environment safety, transportation and communication safety to ensure discipline and order in public utilities, protect private and public facilities, establishments and projects and national wealth during state war, emergency and public disasters.

Dubai Judicial Institute was established under Law No. (1) for 1996 as a public institution with a vision to become a regional centre of excellence in law and justice.

Its mission also aims at providing the best legal and judicial training to bring about a change in the legal and justice-related stereotype, thereby contributing to spreading a legal culture in the community. Members gain advanced administrative skills in parallel with legal skills for the judiciary, public prosecution, police and attorneys to take part in the institute’s programmes and activities by helping them identify their training needs and conduct a variety of studies and research.

Dubai Sports Council was founded on November 30, 2005 with the aim of developing and improving sports in Dubai.

It aims to create a comprehensive sports environment that meets the requirements of society and paves the way for the youth to cultivate their sporting and cultural talents and aptitudes in a way that leads them to achieve tangible results so that Dubai can become a leading name in the world of sports.

Dubai Courts implements justice in Dubai through precision and promptness in adjudicating lawsuits, execution of judgments, decisions, judicial orders, contract and document authentication. It strives to achieve the satisfaction of the public through maintaining an up-to-date level in technology, in order to provide speedy justice for the welfare of society.

Established in 1970, its vision is to be a pioneer in court procedure, while valuing justice, equality, ingenuity, excellence, teamwork and independence. Dubai Courts relies on qualified nationals, correct procedures, and newly developed technology. Some services in general include civil, labour, legitimate appeals, legal and civil authentication, execution of judgments and accreditation of lawyers.

The Dubai Courts website has been designed to provide electronic services in such a way that enables the parties of legal cases to view the details of their cases and follow up their progress.

Dubai Public Prosecution strives to create a more secure community by protecting the legal rights and freedom of the community, using justice, independence, and cooperation with its partners to ensure a fair and secure society. It believes in transparency and accuracy of investigations and uses modern techniques to create an efficient public prosecution for Dubai. Justice is achieved by protecting the rights of all parties involved in court cases, irrespective of gender, origin, religion or social status, on the principle that the accused is presumed innocent until proven guilty. It conducts all investigations independently and imposes charges based on clear and precise evidence.

The Dubai Public Prosecution website has been designed to provide electronic services in such a way that enables the parties of legal cases to view the details of their cases and follow up the progress on them.

Dubai Statistics Center is the official source responsible for providing statistical data in the Emirate of Dubai. The Center undertakes statistical activities, carrying out the general census of population, and the count of housing and establishments. It conducts economic and social statistical surveys and publishes statistical books and bulletins for the Emirate of Dubai as a whole.

The Center has created a modern and comprehensive statistical system ensuring that it has become the only official source for the collection, analysis and publication of statistical information and data for Dubai. It uses methodological international standards for the collection, analysis and dissemination of data.

The Center manages and develops information systems and statistical databases to meet the requirements of planning and comprehensive development processes which help support the decision makers at all levels.

The Dubai Electronic Security Center (DESC) is the official government department entrusted to make Dubai the safest city in cyber space. The center was established under decree number 11 of 2014 by H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of UAE and the Ruler of Dubai.
The Center’s objectives include safeguarding information, communications network and governmental information systems in the Emirate of Dubai in addition to enhancing, adjusting and implementing the necessary methods in the realm of cyber security and raising efficiency by which information is maintained and circulated among the governmental entities in the Emirate. Additionally the center is also responsible to develop the strategic plans to confront any risks or threats to the government information in coordination with all concerned government authorities

Since the start of the aviation activity in the year of 1967, Dubai Air Navigation Services (dans) has underpinned the phenomenal growth of this sector in Dubai, as well as the UAE through providing and continually enhancing Air Traffic services over the past years, which have contributed to the delivery of key international projects in UAE and Dubai in particular in collaboration with strategic partners.

With a single-minded vision of transforming the sky, dans is utilizing innovative technologies, implementing cutting edge solutions and engaging prominent industry expertise in its operations to safely and efficiently cater the continuously growing air traffic capacity. dans provides efficient, safe and reliable air traffic management (ATM) services to its valued customers. Air traffic control (ATC) operations are responsible for all aircraft arriving and departing from Dubai, one of which is the world’s busiest airport for international Passengers-Dubai International Airport (DXB) and the Northern Emirates. In addition, the organisation currently delivers approach services for all four airports (DXB, Al Maktoum International Airport-DWC, Sharjah International and Al Minhad Air Base) from a combined facility at DWC and tower services at both DXB and DWC.
