His Excellency Abdulla Mohammed Al Basti
His Excellency Abdulla Mohammed Al Basti is the Secretary General of The Executive Council of Dubai, where he plays a key role in shaping Dubai’s government landscape and advancing its development agenda. In this capacity, His Excellency supports the Council in formulating and implementing decisions aligned with Dubai’s strategic objectives and the vision of its leadership.
As Secretary General, His Excellency plays a vital role in facilitating coordination between The Executive Council and various government entities on strategic projects and initiatives. He also supports these entities in reviewing proposals and plans prior to their submission to the Council, ensuring alignment with Dubai’s broader priorities.
In addition, His Excellency is a member of the Strategic Affairs Council within The Executive Council, where he contributes to shaping the Council’s strategic direction and key policy decisions.
He oversees policy development, the enhancement of the government work system, and the continuous refinement of Dubai’s strategic plans. His Excellency also supervises the implementation of policies, legislation, and programmes that drive excellence in public service delivery while promoting sustainable economic and social progress.
His Excellency Al Basti chairs several high-impact initiatives, including the Dubai Government Excellence Program and the Board of Trustees of the Mohammed bin Rashid Al Maktoum Charitable Establishment. He also serves as a Board Member of the Mohammed bin Rashid Al Maktoum Global Initiatives and as an Independent Non-Executive Board Member at “du.”
Previously, His Excellency served as Secretary General of the UAE Cabinet and as Director General of the Executive Office of His Highness Sheikh Mohammed bin Rashid Al Maktoum, where he led the launch of numerous strategic initiatives. He also held the position of Executive Director of Government Development Affairs at the Prime Minister's Office, where he spearheaded efforts to enhance government frameworks. Earlier in his career, he held several leadership positions across Dubai government entities.
His Excellency holds a Master’s degree in Total Quality Management from the University of Wollongong in Australia, and a Bachelor’s degree in Information Systems Programming from the University of Dubai. He is also a graduate of the prestigious Sheikh Mohammed bin Rashid Leadership Development Programme.
