In 2024, the Government of Dubai launched the Dubai Resilience Strategy as a comprehensive framework to enhance the city’s readiness and ability to adapt to future challenges.
The strategy focuses on ensuring the continuity of essential services and critical business operations, strengthening social and economic security, and developing resilient infrastructure capable of adapting to climate and geopolitical changes; reinforcing Dubai’s position as one of the world’s most future-ready cities.

The strategy is built around five key goals:

1. Ensuring the availability of basic needs under all circumstances
2. Enhancing social security
3. Building a strong and resilient economy
4. Developing robust and adaptive infrastructure
5. Establishing reliable and effective governance
