Department of Finance
Department of Finance
The vision of the Dubai Department of Finance (DoF) is based on the sound management of public finance with the aim of ensuring equilibrium among the emirate’s many economic and strategic objectives while supporting its economic route in order to maintain its lead in all fields and allocate resources. This is as per the Dubai Strategic Plan in order to carry out financial operations effectively and efficiently.
The DoF is tasked with improving fiscal discipline through planning and controlling government revenues and expenditures and preparing the full set of Dubai Government’s consolidated financial reports that meet the world’s best practices and increase fiscal transparency. Other tasks include providing training programmes to improve the management of public finances and expenditures.
The DoF also supports the Dubai Financial Support Fund (Support Fund), one of the most important initiatives in this field. The Support Fund provides financial liquidity to the government and government-related entities undertaking projects of strategic importance within Dubai that contribute towards the overall economic development of the emirate in line with the standards and controls approved by the Supreme Financial Policy Committee (Supreme Committee), which exercises full supervision of the fund.

Digital Dubai was established by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President & Prime Minister of the UAE, and Ruler of Dubai, in June 2021 to develop and oversee the implementation of policies and strategies that govern all matters related to Dubai’s information technology, data, digital transformation and cyber-security.
Digital Dubai brings together the expertise of four entities – Dubai Electronic Security Center, Dubai Statistics Center, Dubai Data Establishment and Smart Dubai Government Establishment to ensure the city collaboratively achieves the vision of the city’s leadership to make Dubai a globally leading digital economy.
The entity has been entrusted with four key tasks - accelerate digital transformation of the city through strategic partnerships with governments and private sector entities, increase the Emirate’s digital economy contribution to the city’s GDP, build and develop digital competencies of national talent and maintain and develop Dubai’s digital wealth whilst accelerating Dubai’s cybersecurity efforts.

The Dubai Government Human Resources Department’s vision is based on establishing a distinguished and leading national role for the management, development and governance of human resources for the government sector. Its mission lies in developing and implementing an integrated strategy for government human resources, setting up governance frameworks and updating human resources systems and practices in public institutions.
The department, which was established under Decree no. 31 of 2009 issued by HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, is tasked with directing the efforts for updating government human resources and ensuring coherence between human resources programmes and initiatives and the emirate’s strategic objectives and priorities in line with Dubai Strategic Plan 2015. Its work involves management and support of human resources at the strategic level by developing the legal and organizational structure of government human resources, updating human resources practices and leading and planning the processes of building national capabilities.

Dubai Municipality provides municipal services to a diverse population in Dubai. Its work includes urban planning and supervision of construction, environmental protection and improvement, conservation of public parks, regulating and ensuring international quality standards in construction and building materials, food & consumable items, professional services in laboratory certification and accreditation.
Dubai Municipality began with 3 employees operating from a single room in the early 50’s.The Municipality has kept up its steady growth since its inception and now has more than 15,000 staff working in 32 organizational units to become the major driving force behind the development process of Dubai City as a whole and has already delivered a year ahead of schedule on its promise to migrate 90% of its 512 unique services into eServices.

Financial Audit Department
The Financial Audit Department (FAD) is the supreme audit institution of Dubai and was established by the law No (1) of 1995 issued by His Highness the Ruler of Dubai on 29 January 1995, mended by the Law No (5) of 2000. Subsequent amendment by Law No.(3) of 2007 made FAD further independent, by empowering a direct reporting channel to His Highness the Ruler of Dubai.
The audit jurisdiction of FAD covers all government departments, public corporations, companies in which the Government shareholding is above 25%, organizations for which the Government provides a financial subsidy, and/or any other body where an audit is commissioned by His Highness the Ruler of Dubai.
The FAD conducts regular financial audits, information systems audits and performance audits for ascertaining the extent of legality, adequacy of financial prudency and management of financial operations. The objectives include reviewing of efficiency, effectiveness and economy in planning, directing, execution, controlling and monitoring of operations.
The FAD's vision is 'looking forward for more transparency, objectivity and integrity in managing public funds.' The FAD's mission is 'cooperation with the auditees to ascertain legality, adequacy and correct calculation with sound management of public funds and achieving the highest level of performance.'

Islamic Affairs and Charitable Activities
The Department of Islamic Affairs and Charitable Activities (IACAD) was established in 1969 by the late ruler of Dubai HH Sheikh Rashid bin Saeed Al Maktoum. IACAD seeks to be the first in the field of offering religious and charitable guidance and values honesty, devotion, perfection, transparency and creativity.
IACAD’s main role is to spread Islamic culture and develop religious awareness in the region. IACAD supervises the printing of the Holy Quran, religious book and other multimedia. It also provides fatwa guidance, organizes Haj & Umrah trips to Mecca, translates religious books and issues licenses for Islamic religious teachers. IACAD also cares for mosques and supervises their management by coordinating with Awqaf and Minors Affairs Department.
The IACAD website has some invaluable eServices including providing online religious enquiries (fatwa guidance), guidance for new Muslims, listing of all mosques in Dubai, prayer times, religious holidays and accreditation for registered charitable organizations in Dubai.

Dubai Land Department (DLD) was found in May 1960 to establish the most prominent real estate sector in the Middle East and in the world.
DLD provides outstanding services to all its customers whilst developing the necessary legislation to propel the real estate sector in Dubai, organizing and promoting real estate investment, and spreading industry knowledge. DLD seeks regional and worldwide innovation in real estate with the aid of its active organizations that include: Real Estate Regulatory Agency, the regulatory arm, Real Estate Investment Management & Promotion Center, the investment arm, Dubai Real Estate Institute, the educational arm, and Rental Dispute Center, the judicial arm.
Dubai Land Department in a Nutshell:
Dubai Land Department (DLD) was formerly known in the 1950s as the Land Registry Department and was the first entity to handle properties and ownership affairs until HH Sheikh Rashid bin Saeed Al Maktoum - one of the founding fathers of the construction of the UAE and its Union rules - established the Land Affairs Commission granting it the authority to document and audit certificates, examine and map properties.
His Highness Sheikh Rashid bin Saeed Al Maktoum; a veteran and a man known for his expertise and his insightful policy, issued the Land and Property Department establishment papers in January 23, 1960, which turned out to be the founder of the most important real estate sector in the Middle East and in the world.
About Us:
Dubai Land Department falls under the Executive Council of Dubai’s umbrella, headed by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, and that endeavors to provide a range of real estate-related services, the most prominent of which are documenting property sale and purchase, issuing real estate ownership, organizing and promoting investment as well as spreading knowledge and culture pertaining to a well-trained and qualified national cadre in the real estate sector. Real Estate Registration:
The land registry system documents and retains land rights, and is composed of four sub-systems operating under one umbrella: Registry, the initial registry, trust accounts, and prove the rights of property owners. The system aims to unify all systems and integration services within a single system, supported by the latest technology compatible with international standards.
Real Estate Regulation:
The regulatory arm of the Land Department, where the department sets legislations to regulate the relationship between all contracting parties and organises the exchange process of properties. The department provides many services to clients in Dubai extending to its role in planning, organising and evaluating operations related to real estate licenses, and the organisation and development of real estate activities, as well as a commitment to monitor projects financially and technically, in order to protect investors.
Real Estate Investment Management & Promotion Center:
The investment arm that seeks to support national and international real estate investment companies, and develop the real estate investment environment and motivate traffic through the promotion of direct and long-term investments. Also plays an active role in promoting a stable and secure environment, while contributing to the building of a green economy to achieve sustainable development.
Dubai Real Estate Institute:
The educational arm of the department that works to educate, train and raise awareness of the real estate market to investors, in order to increase their knowledge and raise the level of their performance. The Institute seeks to contribute to the development of the real estate sector and develop the skills of its workers in order to achieve sustainable development and raise awareness of the sector among all investors, owners and tenants, and to encourage citizens to increase their participation in real estate activities.
Dubai Rental Dispute Center:
The new Rental Dispute Centre will employ new methods with flexible mechanisms characterized by speed and efficiency. They will facilitate greater accuracy, impartiality and transparency when dealing with settlement issues and matters relating to Dubai’s real estate market.
Emirates Real Estate Solutions
The technical arm of Dubai Land Department works to find solutions to the e-real estate market based on real estate expertise in the registration at DLD and RERA, and has made more than 300 transactions of the best organization practices in real estate regulation and registration. It was established in 2008 as part of a government initiative from Emaratech group companies to assist and facilitate the real estate business community.

The Protocol Department – Dubai manages and organizes local and international protocols for His Highness the Vice President and Prime Minister of UAE and Ruler of Dubai, the Crown Prince of Dubai, the Deputy Ruler of Dubai, Members of the Ruling Family, VIPs, and official visitors of the country in accordance with the highest international standards which reflect the image of Dubai and the cultural heritage of the UAE community.
The tasks of the department include:
- Executing protocol functions for His Highness the Vice President and Prime Minister of UAE and Ruler of Dubai, the Crown Prince of Dubai, the Deputy Ruler of Dubai, and Members of the Dubai Ruling Family during their official visits locally and abroad.
- Organizing the official meetings of His Highness the Vice President and Prime Minister of UAE and Ruler of Dubai, the Crown Prince of Dubai, the Deputy Ruler of Dubai, and Members of the Dubai Ruling Family.
- Supervising and coordinating with concerned parties to organize events under the patronage or in the presence of His Highness the Vice President and Prime Minister of UAE and Ruler of Dubai, the Crown Prince of Dubai, the Deputy Ruler of Dubai, and Members of the Dubai Ruling Family.
- Organizing the visit schedule of official delegates visiting the UAE and securing all their protocol-related requirements.
- Acting as the liaison between His Highness the Vice President and Prime Minister of UAE and Ruler of Dubai, the Crown Prince of Dubai, the Deputy Ruler of Dubai, and Members of the Dubai Ruling Family and the accredited diplomatic and consular corporations in UAE, in coordination with the Ministry of Foreign Affairs.

The Government of Dubai Legal Affairs Department was established as per Law No. (32) of 2008 as one of the Government Departments affiliated to His Highness The Ruler's Court, with a view to providing various legal services to the Government and Government entities in the Emirate of Dubai. This includes the supervision of all legal matters involving the Government of Dubai and its entities, to keep pace with the progress achieved by the Emirate of Dubai in economic, social and developmental fields. The inspiring vision of the Legal Affairs Department is excellence in Government legal work and its mission is to enhance the level of legal services provided to those dealing with the Department, in line with international best practice.
In particular, the Department has the following duties and powers:
1. Legal Representation of Government Entities
The Department receives and considers all complaints and claims lodged against Government Entities and aims to seek amicable settlement of these. It also represents the Government and Government entities in claims and disputes before competent judicial entities, conciliation and arbitration centers and tribunals.
2. Regulation of the Advocacy and Legal Consultancy Profession
The Department has the authority to regulate the advocacy and legal consultancy professions in the Emirate of Dubai. This includes, licensing of advocacy and legal consultancy firms to operate in the Emirate, registration of advocates and legal consultants on the roll (prepared and maintained by the Department), qualifying and training advocates and legal consultants in all legal disciplines through training courses, programs and workshops.
3. Support and Provision of Legal Services
To meet the needs of the Government and Government entities in the Emirate with regard to legal services, the Department is responsible for providing legal support, which includes:- Reviewing all contracts and agreements to which the Government or Government entities are a party, and taking part in the negotiation of the terms and conditions stipulated in such contracts and agreements thus ensuring that the interests of the Government are best protected and in compliance with the legislation in force in the UAE.
- Assisting in the drafting of policies related to legislation and conducting comparative studies.
- Reviewing all constitutional documents of corporations and companies established by the Government, or by Government entities or to which they are a party.

The Community Development Authority is responsible for setting up and developing frameworks for social development in Dubai. Established in 2007, Dubai Civil Aviation Authority (DCAA) undertakes the development of the air industry in Dubai and oversees all aviation related activities. DCAA’s key tasks include securing of aero-political rights for Dubai’s national carriers and negotiation of air service agreements. Its scope covers all air transport and related activities such as sales and leisure travel, cargo, logistics and maintenance services.

The DCAA includes four departments: namely, Air Transport and International Affairs Department, Standards and Regulations Department, Aviation Security and Accident Investigation Department and Corporate Support Department.
Some of its objectives include defining general policy for civil aviation in Dubai, follow up the implementation of agreements regulating air transport services, authorizing foreign air operators, applying environmental protection policies, and supervising consumer protection legislation in the civil aviation sector.

The Executive Council of Dubai was formed by Law No. 3 for 2003 issued by the late Sheikh Maktoum Bin Rashid Al Maktoum to assist the Ruler in discharging his tasks and exercising his powers. The Council is chaired by His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, and consists of a number of heads of government entities.
The Council aims at making and updating a comprehensive strategic plan for Dubai, working out the annual budget of the Government of Dubai, maintaining the city’s security and order, providing public utilities and achieving economic and social progress in the city. It also drafts and oversees the implementation of the general policy of Dubai, takes the necessary measures for the enforcement of local and federal laws, approve draft laws and decrees before submission to the Ruler and establish government entities in the emirate and monitor the progress of work in them.
The Council also studies the legislation proposed by the departments and committees and implements what is deemed convenient. It also tracks the performance of government entities through Key Performance Indicators and monitors the progress made by the committees in implementing the strategies related to growth sectors in Dubai.
The Council’s General Secretariat provides strategic support to the Council through reviews and recommendations in public policy development, public administration improvement, through improving government services, government communications, excellence as well as performance management and co-ordination of activities of the Council and Sector Committees.
Affiliated to the Council are 5 sector committees that support its work and co-ordinates work with government entities to ensure harmony among them. These are: Economic Development Committee, Security and Justice Committee, Infrastructure and Environment Committee, Social Development Committee and Health and Safety Committee.

Dubai Government also shares the Council’s quest to secure energy for continuous sustainable development.
Under the visionary guidance of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the Dubai Integrated Energy Strategy 2030 (DIES) was deployed in 2011 to set the strategic direction of Dubai towards securing sustainable supply of energy and enhancing demand efficiency of water, power and fuel. The Central Grievances Committee for Dubai Government’s Employees was established by Executive Council’s Resolution No. (20) of 2008 and was attached to the Executive Council of the Emirate of Dubai.
