About the General Secretariat - TEC
The General Secretariat undertakes several functions to support The Executive Council and the Strategic Affairs Council. These functions include public policymaking, developing strategies and initiatives, decision making, determining the strategic directions of the emirate through the Dubai Plan, and supervising its implementation. Furthermore, it coordinates and synchronizes government entity efforts in line with the objectives of government work in the emirate, including providing a sustainable quality of life, creating a positive social and economic impact on society, and establishing happiness as a basic right among citizens and residents.
Social Development
The social development sector receives special focus at the leadership level of The Executive Council as people are central to all our policies and strategies. Citizens are the top priority of the social development agenda within the Dubai Plan. This sector defines the forward-looking vision to advance and empower social development in the emirate, while also ensuring the strengthening of community cohesion and the creation of a diverse society that can participate effectively in the process of construction and development.
In accordance with the strategic directions of The Executive Council, the General Secretariat aims to make society happy and Dubai the ideal destination for living, working and stability by realizing Dubai’s opportunities and ambitions. It also works to establish a stable foundation for the social development, and provide all the support needed to create a responsible social environment.
Economic Development
The General Secretariat formulates economic policies for Dubai aimed at achieving economic progress. It establishes a flexible foundation to support the comprehensive economic development process in the emirate, and strengthen Dubai’s position as a leading global destination, a major economic centre in the region and the world, and a global destination for investment and investors.
The General Secretariat aims to support an integrated system for diversified economic development, enhance investment, develop prospects for cooperation between the government and private sectors, and enable the exploration of new opportunities for growth and diversification in the economy. This is focused through its pivotal role in ensuring the implementation of the “Dubai Economic Agenda D33” within the Dubai Plan and its ambitious goals, to draw a clear road map for Dubai’s economic development for the next ten years, aiming to make it among the three largest economic cities in the world by 2033.
Sustainable Development
The General Secretariat plays a pivotal role in the sustainable development sector by supporting The Executive Council and the Strategic Affairs Council to bring Dubai to the ranks of developed countries in the field of infrastructure, energy, environment and sustainability, with support, coordination and cooperation from various parties in the government and private sectors.
In addition, the General Secretariat enhances Dubai’s leadership as a model for sustainable future cities by creating a flexible environment with superior future readiness, in line with the 2030 Sustainable Development Goals.

The General Secretariat also plays a pivotal role in reviewing legislations, laws, decrees and decisions issued by the Government of Dubai, as well as providing legal advice to relevant government entities regarding federal legislations. In addition, the General Secretariat Affairs provids institutional support to The Executive Council, the Strategic Affairs Council and the General Secretariat in the areas of human and financial resources, procurement systems and digital systems.
Dubai Government Excellence
The Dubai Government Excellence Program is responsible for achieving global leadership for the Government of Dubai through excellence and innovation. The program is responsible for developing and implementing the excellence framework, in addition to the innovation framework, customer happiness index, employee happiness index, mystery shopper studies, innovation readiness index, and the future readiness index. The Dubai Government Excellence Program also works as a global center for exchanging knowledge in the field of performance development and government services.
The Program also supports the leadership decision making by preparing analytical and diagnostic reports based on the evaluation processes and specialized studies at the entity and the government levels. The reports covers areas of excellence, performance development, and readiness for the future.
Dubai Model Centre
The Center enhances the culture of service and raises the quality of government services in Dubai is to unprecedented levels of leadership. It adopts a 360 services policy to redesign the government services provided, focusing on customers to achieve their aspirations and happiness. The services are aimed to be integrated, digital, seamless, proactive and customized.
The Center also motivates government entities to enhance service quality, cooperation and knowledge exchange. It employs methodologies and tools for innovation in government services, aiming for integration as a one-government approach that exceeds customers’ expectations. The Center develops strategic guides, tools and systems to support improving government services in the Emirate of Dubai, documenting and publishing successful case studies.
