This long term momentum has culminated in the adoption of Dubai Plan 2033, the most comprehensive and ambitious plan in the Emirate’s history.

Dubai Plan 2033 brings together the Dubai Economic Agenda D33, the Dubai Social Agenda 33, and all related strategies and sectoral plans. It has been developed using precise data, rigorous analysis, and a forward looking understanding of global trends. The plan builds on earlier strategic frameworks that began with the Dubai Strategic Plan 2015 launched in 2007, followed by Dubai Plan 2021.

Led by the General Secretariat of The Executive Council of Dubai and implemented by government entities under the whole-of-government approach working in close partnership with the business community and wider society. It sets the roadmap for the Emirate’s economic, social, educational, and health priorities through to 2033. The plan reinforces Dubai’s position among the world’s leading economic cities and among the best globally in quality of life, education, healthy longevity, safety, social cohesion, family stability, urban development, government excellence, financial technology, investment attractiveness, and the adoption of advanced technologies.
