His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, launched the Dubai Social Agenda 33, under the theme ‘Family: The Foundation of Our Nation.
Agenda’s 2033 Strategic Targets- Dubai is one of the top 3 cities in the world for standard of living

- The quality of education in Dubai is among the top 10 cities in the world
- Triple the number of Emiratis working in the private sector
- A year from application to provide a land and housing loan for every new Emirati family

Agenda's Aims 1: Families are the happiest, most interconnected, tolerant, and adherent to national values and identity
People live in happy and cohesive families and share national values as well as identity, enhancing social and economic stability and prosperity for Emiratis.
Emiratis are the nucleus of Dubai’s society and have been entrusted with sustaining the city’s achievements over the past 20 years and beyond.
Dubai aims to continue advancing Emiratis’ competencies through economic and social empowerment policies, which increase their productivity and enhance their economic participation and financial independence.
Government policies also aim to support Emirati families, as the cornerstone of society, through policies and services that meet the needs of families and safeguard their stability.
While cultural diversity will always be a part of Dubai’s composition, Emirati values remain a foundational part of the emirate’s identity, and is protected and preserved from one generation to the next.
Priority 1: Protecting family and social stability for Emiratis and promoting natural growth rates by supporting families and meeting their needs

Agenda's Aims 2: The most efficient and high-quality health system that keeps pace with the best international standards
Provide an enabling healthcare system and comprehensive healthcare and preventative policies that improve health outcomes and lifestyle indicators (risk factors) for all individuals.
Dubai has succeeded over the past two decades in building a distinguished healthcare system that provides for both public and private sector services. Additionally, Dubai has attracted many international health institutions over the past 10 years that have contributed to improving health indicators by providing advanced healthcare services.
Dubai aims to further promote the quality of health for its residents over the coming years by advancing preventive, curative, and rehabilitative health services to ensure a unique health experience for all Emiratis, residents, and visitors. The emirate will also enact policies that promote healthy lifestyles to mitigate the risks of physical and mental chronic diseases.
Priority 1: Promoting healthy lifestyles (such as physical activity, good nutrition, and mental health)

Agenda's Aims 3: The educational system that is most capable in keeping pace with Dubai's future ambitions and enhancing its human capital
Enhancing the status of Dubai as a leading research and innovation hub, and a destination for talent from all over the world, as well as an incubator for nurturing local talent and enhancing its participation in the economy.
Dubai recognizes that enhancing its position as a global city means attracting and nurturing talent and competencies from all over the world. This mandates developing an educational system centered around innovation, research and development in all areas.
To this end, Dubai is focusing on strengthening research and innovation and elevating the higher education sector and becoming the hub for talents in all areas.
Dubai also continues to improve the quality of its schools, raising quality of education to be among the top 10 cities in the world. In the next decade, Dubai will focus heavily on early education and providing early childhood services to support child growth and development and support working mothers and their participation in economic life.
Priority 1: Developing an educational system that nurtures innovation, advances all phases of education, and provides a range of options that meet all the current and future needs of all segments of society at a reasonable cost

The emirate’s society is rich in diversity, with people from different countries and cultural backgrounds choosing Dubai as their home, place of work, and as a sanctuary to start their families and build cohesive communities.
Maintaining this social harmony and enhancing the uniqueness of these communities is a priority for Dubai through policies that promote protection, care, and equality for all segments of society, including those who are the most vulnerable.
Dubai also strives to enhance opportunities for individuals to contribute to the development of society by creating an environment that encourages individual and corporate volunteerism and humanitarian work and promoting these activities as core values that support society’s foundations.
In light of this cultural diversity, Emirati identity remains a foundational part of the emirate’s identity and is protected and preserved from one generation to the next.

In the near future, the emirate of Dubai aims for all Emiratis to receive diverse and modern housing services, and it will create innovative housing solutions according to the emerging needs of society. The emirate will adopt urban planning best practices for Emirati neighborhoods, which will support community cohesion, achieve ease of access and interconnection across services as well as promote healthy lifestyles.
Culture has been a prime focal point in all the plans launched by the city since 2007, given its importance in enhancing quality of life for any ambitious city.
Dubai aims to continue strengthening its cultural offering in the coming years to further boost the quality of life in line with the needs of all its residents. At the heart of this is the development of local cultural content that is rooted in the rich Emirati culture, which will enhance Dubai’s position as a global hub for creative industries, increasing the sector’s economic contribution and further fortify Dubai’s standing as a global city.
Alongside culture, the city also continues to support sports, given their importance to the healthy lifestyles that Dubai wishes for its young and diverse society, adding yet another dimension to the city’s identity.
