Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, presided over the first meeting of The Executive Council of Dubai, following its recent reconstitution.

During the meeting, His Highness approved the launch of the Government of Dubai’s new logo and the allocation of AED40 billion for the ‘Dubai Portfolio for Public-Private Partnership’ for 2024-2026. His Highness also approved Dubai’s ‘Affordable Housing Policy’ and the ‘Dubai Sandbox’ project, designed to support 100 tech ventures in its initial phase.

Sheikh Hamdan praised the efforts of the former Council members in bolstering Dubai’s position on the global stage and extended a warm welcome to the new members. He said that the reconstituted Executive Council of Dubai marks the start of a new strategic phase to enhance the government’s operational framework and consolidate Dubai’s stature.

“The newly formed Executive Council of Dubai will act as the driving force and catalyst for constructive change for Dubai. It will play a pivotal role in ensuring sustainable development, enhancing people’s wellbeing, and strengthening Dubai's global standing,” His Highness said.

The meeting, held at Emirates Towers, was attended by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance of the UAE, and Deputy Chairman of The Executive Council of Dubai; His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Deputy Chairman of The Executive Council of Dubai; and His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of the Dubai Civil Aviation Authority and Deputy Chairman of The Executive Council of Dubai.

“We have revitalised Dubai’s iconic old emblem and adopted it as the new logo for the Government of Dubai. The new logo symbolises the emirate's visionary leadership, transformative development journey, and evolution into a city of the future,” His Highness said.

The government’s identity goes beyond the logo, encompassing dedicated teams committed to serving and operating under a culture of efficiency and excellence, His Highness noted. “These teams are a source of great pride and represent the cornerstone of Dubai’s success as a leading global city and a leading destination for living and working, HH Sheikh Hamdan added.

His Highness directed the General Secretariat of The Executive Council of Dubai to oversee the immediate implementation of the new logo across Dubai’s Government entities. In addition to adopting the new logo, entities will retain their individual logos to reflect their distinctiveness.

The General Secretariat of the Executive Council of Dubai said that government entities will be granted a six-month transition period to implement the new logo.

AED40 billion to boost development projects
During the meeting, The Executive Council of Dubai approved AED40 billion for the ‘Dubai Portfolio for Public-Private Partnership’. Overseen by the Department of Finance through the Dubai Digital Platforms, the portfolio aligns with the objectives outlined in the Dubai Economic Agenda, D33. These goals include increasing government spending to AED700 billion, elevating private sector investment in development projects to AED1 trillion, and raising foreign direct investment to AED650 billion by 2033.

Since its launch in 2021, the portfolio has seen growth in both its value and the number of public-private partnership projects. Originally comprising 30 projects in sectors such as infrastructure, public transport, and urban development, valued at over AED25 billion, it underscores the crucial role of private companies as strategic partners in the emirate's development.

Affordable Housing Policy
The ‘Affordable Housing Policy’ is aligned with the goals of Dubai's 2040 Urban Master Plan, which aims to foster vibrant and healthy communities by providing diverse job opportunities and addressing housing needs.

This policy will cater to various segments of society, offering a range of housing options suitable for individuals across different income levels. Additionally, it will facilitate the development of new accommodations for workers closer to their workplaces, enhancing the quality of these facilities and ensuring the provision of adequate services for all segments of society.

Aligned with Dubai's commitment to enhancing its global standing as a leading destination for living and working, the policy seeks to strengthen social cohesion and improve urban development. Multiple entities, including Dubai Municipality, the Roads and Transport Authority, Dubai Land Department, and Dubai Electricity and Water Authority, are involved in implementing the policy.

Dubai Sandbox project
The ‘Dubai Sandbox’ project has been approved to support the testing and regulation of cutting-edge technologies in Dubai. It enables tech projects and assists government entities in implementing legislation to keep pace with technological advancements. Comprising four main pillars—economic impact, strategic impact, innovation, and applicability—the project aims to empower companies and enhance Dubai's business environment.

In collaboration with Dubai’s Department of Economy and Tourism and the Dubai Future Foundation, the project focuses on establishing a standardised governance and regulatory framework for innovation. The ‘Dubai Sandbox’ project will accelerate the growth of start-ups based in Dubai, particularly in technology and emerging sectors, fostering an entrepreneurial culture and facilitating access to funding. Additionally, it seeks to have an international impact by integrating with the global innovation ecosystem.

As part of the first package of 100 transformative projects of D33, aimed at doubling the emirate's economy over the next decade and positioning Dubai as one of the world’s top three city economies, the project aligns with the D33 agenda's goal of establishing Dubai as a leading hub for innovation. This includes areas such as artificial intelligence, real estate technology, health-tech, and green technologies geared toward addressing climate change.

Mohammed bin Rashid issues Decrees on TEC and Strategic Affairs Council

In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, issued Decree No. (14) of 2024 on the new members of The Executive Council of Dubai (TEC) chaired by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai. HH Sheikh Mohammed also issued Decree No. (15) of 2024 on the new members of The Strategic Affairs Council of the TEC, chaired by HH Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai. The two Decrees are effective from the date of their issuance and will be published in the Official Gazette.

According to Decree No. (14) of 2024, HH Sheikh Maktoum bin Mohammed, First Deputy Ruler of Dubai; HH Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai; and HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Civil Aviation Authority will serve as Deputy Chairmen of TEC.

According to Decree No. (15) of 2024, HH Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Deputy Chairman of TEC; and HH Sheikh Ahmed bin Saeed Al Maktoum, Deputy Chairman of TEC, will serve as Deputy Chairmen of The Strategic Affairs Council.

According to Decree No. (14) of 2024, members of the TEC include: Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority (Dubai Culture), His Excellency Lieutenant General Dhahi Khalfan Tamim, Deputy Chief of Police and Public Security, in addition to the Secretary General of The Executive Council of Dubai, Director General of HH the Ruler's Court, Attorney General of Dubai Public Prosecution, Director General of the Department of Finance, Commander-in-Chief of Dubai Police, Director General of the Roads and Transport Authority, Chairman of Ports, Customs and Free Zone Corporation, Vice Chairman of the Supreme Council of Energy, Director General of the General Directorate of Residency and Foreigners Affairs - Dubai, Director-General of Dubai Municipality, Director General of Dubai’s Department of Economy and Tourism, Director General of the Dubai Health Authority, Director General of the Government of Dubai Media Office, Director General of the Dubai Digital Authority, Director General of the Community Development Authority, and Director General of the Knowledge and Human Development Authority.

Decree No. (14) of 2024 annuls Decrees No. (28) and (51) of 2005, (30) of 2006, (25) of 2008, (59) of 2009, and (45) of 2013 pertaining to the appointments related to TEC. Decree No. (14) of 2024 annuls any other legislation that may contradict it.

According to Decree No. (15) of 2024, members of The Strategic Affairs Council include the Secretary General of TEC, Director General of HH the Ruler's Court, Director General of the Department of Finance, Commander-in-Chief of Dubai Police, Director General of RTA, Vice Chairman of the Supreme Council of Energy, Director General of Dubai Municipality, Director General of Dubai’s Department of Economy and Tourism, and Director General of the Dubai Health Authority.

Hamdan bin Mohammed issues directives to establish a new Thukher Club for senior citizens in Al Khawaneej

To be built over an area of 20,000 square feet, the club will include a wellness centre with personalised nutrition and fitness services

The club will feature a library, theatre and smart platforms to help senior citizens easily access government services

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of The Executive Council of Dubai, and Chairman of Dubai’s Higher Committee for Development and Citizens Affairs,  issued directives to establish a new Thukher Club for senior citizens in Al Khawaneej area in Dubai. The club will serve as a community hub designed to promote the wellbeing and quality of life of senior citizens.

His Highness Sheikh Hamdan bin Mohammed said: “The establishment of a new Thukher Club for senior citizens aligns with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to promote the wellbeing of senior citizens and provide them with the best possible care and support. It also closely aligns with the objectives of the Dubai Social Agenda 33, which focuses on building happier and more cohesive families.”

His Highness added: “Dubai cherishes and respects its senior citizens and is committed to ensuring their full integration and active participation in society. Our senior citizens have been instrumental in shaping Dubai's remarkable success story and contributing to the nation's development as one of the world’s best cities. It is therefore our duty to show them appreciation and provide the support, care and empowerment necessary for them to enjoy a high quality of life.”

To be built over an area of 20,000 square feet, the club will include a wellness centre with personalised nutrition and fitness services. It will serve as a social and cultural hub featuring a library, theatre and smart platforms to help senior citizens easily access government services. The centre will also foster intergenerational connections through an interactive café.

The new Thukher Club building will feature three main sections designed to offer comprehensive services for senior citizens, focusing on promoting wellbeing, health and fitness, and fostering stronger community bonds.

The Thukher initiative is implemented in collaboration with several strategic partners including: Dubai Police, Community Development Authority, Dubai Sports Council, Dubai Health Authority, Digital Dubai Authority, Department of Finance, Dubai Municipality, Dubai Culture and Arts Authority and Dubai Health. The clubs launched under the umbrella of the initiative aim to promote physical wellbeing, good nutrition and cultural and social enrichment. They also incorporate branches of the Dubai Public Libraries, which provide traditional and digital library services.

His Excellency Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, said: “The Dubai Social Agenda 33, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, emphasises family welfare as crucial for national development. By prioritising the wellbeing of families and individuals, this agenda ensures continued prosperity, stability and advancement. The launch of a new Thukher Club in Al Khawaneej will ensure senior citizens are provided with a wide array of services catering to the physical, mental and psychological needs of senior citizens, reinforcing their integral role in society.”

His Excellency Abdulrahman Saleh Al Saleh, Director General of the Department of Finance (DoF) for the Government of Dubai, said: “The establishment of a new Thukher Club aligns with the principles of the Dubai Social Agenda 33, which seeks to enhance the quality of life for senior citizens. By providing essential services and support, the club contributes to the wellbeing and happiness of senior citizens. As a strategic partner to Thukher Club, we endorse the launch of a new branch of the club and are confident it will significantly benefit the local community and greatly enhance the health, wellness and happiness of senior citizens.”

Her Excellency Hessa bint Issa Buhumaid, Director General of the Community Development Authority, said: “The new Thukher Club to be established in Al Khawaneej reflects the leadership's commitment to enhancing social cohesion, with a focus on empowering senior citizens. Renowned for its success in Al Safa Park, the Thukher Club's environment is acclaimed for empowering seniors and fostering community participation. The new branch in Al Khawaneej will further enhance services for seniors and will offer initiatives and programmes geared towards fostering their integration and empowerment.”

His Excellency Hamad Obaid Al Mansoori, Director General of Digital Dubai, said: “The Thukher Club perfectly aligns with Dubai and the UAE's overarching vision, which prioritises happiness, familial unity and comprehensive care for all community members, particularly senior citizens. The new Thukher Club underscores the leadership's dedication to this demographic, contributing to reinforcing Dubai's global reputation as the best city for living. This recognition showcases Dubai's dedication to fostering citizen happiness and its conviction that human development is essential for advancement.”

Her Excellency Hala Badri, Director General of Dubai Culture and Arts Authority (Dubai Culture), said: “The Thukher Club plays a pivotal role in fostering intergenerational connections and promoting social cohesion among senior citizens. Launching a new branch in Al Khawaneej underscores the commitment to enhancing services for the elderly, aligning perfectly with the Dubai Social Agenda 33. At Dubai Culture, we deeply appreciate the invaluable contributions of our seniors and are committed to addressing their cognitive and cultural needs through the resources found within the Thukher Club library. This recognition serves as a heartfelt tribute to their priceless contributions, wealth of life experiences, and limitless energy.”

His Excellency Dawoud Al Hajri, Director General of Dubai Municipality, said: “The Thukher Club embodies the vision of HH Sheikh Mohammed bin Rashid Al Maktoum, demonstrating his profound care for senior citizens and commitment to enhance their quality of life and promote their happiness. His Excellency Dr. Amer Sharif, Chief Executive Officer of Dubai Health, said: “Launching the Thukher Club in Al Khawaneej underscores the profound commitment of our leadership to enhance the wellbeing and quality of life for our senior citizens. We aim to enhance their wellbeing by integrating health, psychological and social services. Since the inception of the first Thukher Club branch in Al Safa, our strategic partnership with the government reflects our unwavering dedication to providing comprehensive support and care to senior citizens, benefiting both them and the wider community.”

Thukher Club in Al Safa Park

The Thukher Club in Al Safa Park has an exceptionally busy schedule of events. In the second half of 2023, the club organised 57 workshops and lectures that attracted 1,780 participants, with a total of 868 members, including 479 men and 389 women.

The club has obtained three ISO certificates so far, including ISO 22316: 2017 (organisational resilience), ISO 23592: 2021 (customer excellence), and ISO 37101:2021 (sustainable development).

27 teams qualify for Gov Games 2024 from the Battle of the Community Qualification

27 teams have qualified to the fifth edition of the Gov Games, the Organising Committee of Gov Games 2024 announced today, following a highly competitive qualifying round, which saw teams going head-to-head in the challenge hosted in Damac Hills 2 Dubai.

The 27 qualifying teams, in addition to team Parkour DXB – the champion of the Gov Games 2023 Community category– will now head to the Gov Games 2024, which will be staged at Dubai Festival City from 29 February to 3 March 2024, where they will vie for the grand prize.

Marwan bin Essa, Director of Gov Games, said: “The widespread, enthusiastic participation in this year’s Battle of the Community, with 106 teams registered to participate in the qualifying round, highlights an eagerness to embrace a healthy and physical lifestyle, across all segments of society.

“For five editions now, the Gov Games has proactively fostered stronger social bonds among community members, and helped to elevate the quality of life in Dubai, which stands at the forefront of active global cities prioritising peoples’ health and well-being,” he added. “The qualifying round today showcased intense competition from all participating teams, and we look forward to seeing which team will ultimately prevail in the Finals, as we crown the 2024 Community Champion”.

In its fifth edition, Gov Games will host a total of 168 teams. That will include 84 teams in the Battle of the Government category, 28 teams in the Battle of the Community category, and 28 teams from global destinations in the Battle of the Cities category. It also includes the Battle of the Juniors category, which will whiteness 28 teams of children aged 10-13 years old compete in an exciting atmosphere.

Gov Games 2024 is held in partnership with DP World, Dubai Sports Council as Strategic Sponsor, Emirates General Petroleum Corporation (Emarat), Damac Properties and Emirates Post Group (7X) as Golden Sponsors and Dubai Electricity and Water Authority (DEWA) and First Abu Dhabi Bank as silver sponsors in addition to Dubai Festival City, Home Bakery, Al Fares International Tents, and Emirates Integrated Telecommunications Company (du).
